----Opposite reactions. The french associated it with security, tranquility, comfort, facility, etc (though negative ideas were also present). The americans' reaction was mostly negative: lazy, slow, bureaucrat, communism, boring, less pay unefficient, etc.

On the whole, civil servants are not regarded highly, and tend to have unchallenging jobs. They are seen as lazy and competent.
