I don't say anything during the exam. After the exam, I'd tell him he is wasting his time in school if he is cheating on the test.

See if the person notices I'm aware of what they are doing, the small amount of guilt might make them stop. Otherwise mention it to them after class. I think the most important thing is to make sure the person understands the gravity of cheating. I don't think that one test is the end of the world, rather the continued behavior.
